Madam Chair, my colleagues, I would urge you to reject this amendment and all the amendments. This process should have happened 6 months ago. It should have happened in committee. It should have happened in regular order. But we weren't allowed to do that. We have been forced into this position. Reject this amendment, reject these amendments, and then let's begin the process of real reform.
