I think it is crucial to understand that we are not talking about the past when a child goes into a Title X clinic, we are talking about the future. We are talking about enabling the future conduct with a program that spends $200 million of taxpayers' money a year and gives these to 1/2 million teenagers without the knowledge of their parents.
