Mr. Chairman, when these regulations were issued, when the executive order was issued and then regulations were issued by Federal agencies, we heard from a number of States, Michigan, that asked, quote, the policy should be held in abeyance until, at the very least, a cost-benefit analysis is conducted and adequate additional funding is provided. New Jersey complained that they would have to be translating things into at least nine different languages and wrote, ``It is respectfully requested that the published Department of Labor policy be temporarily suspended pending a cost-benefit analysis.'' That is the normal way of proceeding. That is not the way we are proceeding. Right now, people are being placed at risk because they are being told, ``You're not complying with this law.'' At the very time that people are concerned about bringing America together, we are being told that you have to translate what you do into a multitude of other languages as a condition of being involved in any sort of Federal program. That is not right. That is going to cause a huge amount of resentment.
