I am not asking any Member to join me in my opinion of the truth of the allegations. I am asking Members to join me in getting to the bottom of it. The ethics committee has not prejudged what has occurred or not occurred and they should not prejudge. But, by golly, they had better get to the bottom of it.

The committee intention is, as stated, to support the private sector and not to fund the conduct or administration of this program by government employees other than issuing the grant itself.
I reemphasize that this bill is the vehicle for the transportation funding. A vote against this bill is a vote against the transportation funding that is important to every Member.
