I hope we can wrap this up. I think it is important to stress what is happening here, what the Federal Government is making possible because of the patchwork quilt, hundreds of thousands of acres but sometimes it is a quarter acre here, a quarter acre there, maybe a full acre here for a truck stop, convenience store, smoke shop, whatever it may be, with total disregard to the States where a tribe may normally operate, with total disregard to its historic boundaries, whether you are talking about 20th century history or 19th century or 18th century or whatever. It is the basic rule of real estate, location, location, location, that is what is driving this, that and the ability, not because of sovereign immunity, not because of treaties, but, as the U.S. Supreme Court has stated, solely because Congress has failed to act that they are marketing the failure to charge taxes which the U.S. Supreme Court says are owing and are due when non-tribal Members make these purchases.
