Mr. Chairman, let me first mention, the gentleman from Texas (Mr. Gonzalez) may or may not have read the executive order and all of the regulations that have been issued pursuant to it from a number of agencies. I have read them, and they get frightening in their impact. Rather than being a reasonable effort to try to communicate with people that may be receiving Federal services, it puts an affirmative burden on groups that participate in a Federal program, such as the police department or county health center, whatever it may be. It puts an affirmative burden on them to take all documents that they make available to the public, as well as everything that may relate to an individual, and translate it into what becomes an unlimited number of languages. That is where the unlimited expense comes from.
