I see nothing in the current language of the electricity title of this bill to rectify this disparate treatment. This seems unfair, and contrary to our policy of promoting competitive markets in interstate electricity sales.

Lowering the threshold required for cloture, in my opinion, would be a mistake, because that is a threshold that almost by definition requires bipartisan involvement.

I am not sure it is written that way. I am not sure it is a requirement that an employer has to give the money immediately to a service man or woman. I suspect that is your intent. I don't believe that is the way the amendment is written…
