I am ashamed of the way the Senate is operating today in this fashion. We are taking probably the most important and most expensive piece of legislation considered in decades and it hasn't had a hearing, it hasn't had a markup, and it hasn't had a scoring by the Congressional Budget Office--none of the above--and yet we are in the process of marking it up. We are going to have votes on Tuesday on a proposal that nobody has a clue about how much it costs. On one of these proposals, some say it will cost $500 billion. Others say it is closer to $800 billion.
