Senator Bryan and I have been working for nearly a year to address concerns within the motor carrier industry with respect to the Fair Credit Reporting Act. I would like to thank Senator Byran for his leadership on this important legislation. We have been working to ensure all involved parties are in agreement with the changes to the Fair Credit Reporting Act in this bill. The Consumer Credit Reporting Reform Act of 1996, which passed as part of the Omnibus Conciliation Appropriations Act of 1997, contained reforms to the Fair Credit Reporting Act which are in conflict with the reality of how the motor carrier industry hires safe, responsible drivers. We have reached an agreement with consumer groups, including U.S. PIRG, the chairman and ranking member of the Banking Committee, the Federal Trade Commission, and the credit industry which will not reduce consumer protections but will ensure a fair process for the regulated community. I would like to thank everyone for their help throughout this process on this important legislation. This legislation will more appropriately address the manner in which the trucking industry hires safe, responsible drivers.
