I clarify something for my colleague's amendment on cost. Her proposal in February was estimated by CBO to be $5.4 billion, but that proposal expired in June. This one expires in November. This one is retroactive. The one in February was not. So we have many more months, and we also have the retroactive provision. We have estimates that this proposal will cost $9 billion. It is not paid for. I will make a budget point of order. I reserve the remainder of my time.
