I thank our colleagues for the vote on the last amendment. I especially thank my colleague and friend, Senator Conrad, for his eloquent debate on it, as well as for his support and cosponsorship of the amendment. I think it is a good amendment. I think it helps the budget process. Also, I compliment my friend. It has been a pleasure to work with him on the Budget Committee. This was a good, positive budget change. I thank him for his leadership on this amendment.
