To answer you specifically, if you wanted to stay on your HUD baseline--you have a baseline, all the other subcommittees have a baseline--you would either have to fund it within your baseline, within your group, within your subcommittee, or if that wasn't possible, you would have to borrow from some other subcommittee, but the total would have to stay on the cap amount.”
