Under Canadian law, which I just read--this is section 37 of the Canadian Food and Drug Act--it said any item, whether it be packaged food, drug, cosmetic, or other devices--and if that item is imported and exported, not to be consumed or utilized in Canada, then it is not under their regulatory scheme.
