I don't know why the chairman of the Finance Committee and the ranking member are not saying: Wait a minute, this might be a good proposal. Let's have a hearing on it. We will mark it up. We will consider it. We haven't done that; again, for something that involves State after State, a Supreme Court decision that will be made in probably a few months. We are going to interject ourselves with a trivial amount of debate on the floor, and we will have Senators vote on it and probably not half a dozen Senators have looked at the amendment in any detail. That is not a good way to legislate. I reserve the remainder of my time.”
