I have some letters from many of these organizations, but when you think about it, we have legislation that is pending, like the National Rural Water Association, like the Safe Drinking Water Act, which again have very noble and good goals, but how much will it cost? Right now we monitor about 80 substances, and by the year 2000, we are going to monitor 200 substances. How much will that cost? I think this amendment will help that. That is what I am trying to do. I appreciate my colleague's willingness to accept the amendment. That is fine with me. I urge its adoption.
