the present law under the Budget Act, Section 403 says that economic impact statement should be compiled or made before legislation that affects State and local Governments. I would readily concur with my colleague that has not necessarily prevented us from passing legislation that has adverse impact on State and local governments. Anyway, we do have in present law under the Budget Act what they should do. This would expand that information service to at least be provided for legislation that would have some impact on individuals and on businesses as well.
