I am happy to respond. The consent decree does not say who would pay for the next election. Now, the judge may interpret that the judge has the authority. I do not think they do, but that remains to be seen. What our amendment would do would be to clarify, ``Judge, you can make your order, but Uncle Sam or the taxpayers are not going to pay for the next election.''
