Does the Senator think it would expedite completion of homeland security if we allow Senator Gramm's and Senator Miller's amendment to be adopted, or at least be voted on? Let's have an up-or-down vote on the Gramm-Miller substitute, let's have an up-or-down vote on Lieberman, and maybe a couple other amendments, and we can complete this bill.
