this amendment would do one thing. It would increase taxes by $39 billion over 5 years. That is really half of what we are assuming we are going to do to help American families. So this is going to cut the tax cut. That will mean, to preserve present law, it is going to cost about $80 billion. This is going to take half of that away. My colleague might hope it is going to be used to raise tobacco taxes, and so on, but that doesn't mean that would happen. This tells the Finance Committee to raise $39 billion. I urge my colleagues to vote no on the amendment.
