I compliment Senator McConnell, Senator Dodd, Senator Bond, and Senator Schumer on their hard work on this election reform bill. I would also like to thank them for adding what I think is a very important provision to this bill. The bill mandates that States implement a computerized statewide voter registration list, creating a central database that will allow State and local election officials continuous access to ensure that new registered voters are added and that individuals whose names should be removed from the list are removed. This computerized list will prove to be an important tool in ensuring that only registered eligible voters be allowed to vote. In creating this interactive computerized list, though, it is important that only those officials who are authorized be granted access to this list. In furtherance of this goal, my amendment directs State and local election officials to establish and maintain reasonable procedures to protect the security and integrity of the computerized list.
