Mr. Speaker, foreign assistance is important to all Americans. As the last superpower of the world, the United States is the only Nation with the ability to provide significant humanitarian assistance throughout this world. This helps maintain our Nation's moral authority and our negotiations on diplomatic issues. This has a direct effect on the success of our economic and military position which in turn benefits all Americans. But aside from self-interest, providing humanitarian assistance is the right thing to do. Just as we are obligated to help our fellow Americans who are less fortunate than we are, we also have an obligation to help peoples of other nations. Foreign aid does work. Many of my colleagues have seen this, and I have seen this firsthand in different countries.
