There is an amendment that has been printed in the Record by the gentleman from California [Mr. Cox]. That is, there is an amendment and it is amended by myself. I believe the amendment is with the Clerk at this particular time. I have explained the amendment. What it has to do with is cutting off humanitarian aid to North Korea. That has already been printed in the Record Except for aid going to the military. There will be no humanitarian aid going to the military of North Korea, but humanitarian aid will not be cut off to the other people. All I am trying to do is get that amendment in order so that we will have a chance once the bill comes up to debate it.
