I want to quickly address the issue raised by the gentleman. I alluded to it, but I didn't speak to it maybe as clearly as I should have. I believe that there is an agreement between the chairman of the subcommittee as well as the ranking member of the full committee on an amendment that Ms. Waters is offering with regard to the provision that you refer to. I will tell you, I am going to be voting for that amendment, and I would urge you to vote for it. I believe it is going to pass. It may just be a voice vote. If you are here, vote on it by voice.
