Creating incentives?

Yet there have been some discussions already in terms of limiting the amount of mining--and any of you jump in here and Ms. Henly, maybe you have a thought on this--is that a practical solution?

The order of magnitude is enormous and, you know, concerning.

The Governor, John Kasich, recently signed legislation saying that blockchain was an electronic record like other electronic records and that, in turn, gives blockchain the same legal protections as other types of electronic records.

We must do better for these children and for our system.

We need to be sure that we are protecting those kids who cross our border.

We need to repair the immigration systems. There is no question about that.

I would tell you, we used to have a court and a judge in my hometown of Cincinnati.

We want to expedite these. We want to get these judges in place.

Even faster is an interesting way to talk about taking 266 days to hire somebody.

Should we prioritize unaccompanied children cases?

We need to get them to their court date.

If it is getting better, that is great. That is what we want to see. If, as we probably all suspect, it is not, we have to figure something out here.

I have to be a little skeptical since the JCO took 17 months from the time you committed to have it to us until you had it to us.

I would certainly welcome stronger supports for children who have been in care and their families.

These kids are in a situation where they do not have a legal status.

There clearly are. Your own testimony said that there were 28 kids who had run away.

Nobody is enforcing the agreement is what you are saying?

We think you have the authority and responsibility.

The issue is who is responsible for ensuring these kids are not abused, and making sure that they are getting the proper care.

That would be shocking to most Americans to find out. About 3 percent of these kids who are unaccompanied end up being deported.

I think the summary--Mr. McHenry, correct me if I am wrong--in terms of how many unaccompanied kids actually show up for a hearing, I think their best number is that it is less than half.

We cannot let this continue. This is wrong, and most of America thinks it is wrong as well.

There is this legal no-man's land, as HHS has told us, and we need to resolve that issue.
