Yet, foreign governments have decided that they have the right to target American citizens and companies for constitutionally protected speech online.

The First Amendment prevents the government from infringing on Americans' freedom of speech.

This is unacceptable. The consequences of inaction are not limited to human cost, but also financial.

I urge this committee to take decisive action. Hold the Class 1 railroads and the Department of Transportation accountable.
