Chavez has violated this. Chavez's laws last year to restrict the legislature and efforts to control the judicial system are clear violations of the charter.

My concern is understanding China is a long-term thinker, and so it will create a strategy in the region so that it can overtake it at a time when the rest of the world is least prepared to act.
