I have been working for some time to establish a program whereby nonprofit corporations could be provided with funds directly from the EDA so that they can provide economic assistance to small businesses. As my colleagues know, I represent an area that has been devastated by the loss of manufacturing jobs. Economic development in areas such as mine will depend largely on small business. That is why I believe it is vital that nonprofit economic development corporations be given all the assistance possible. It is my understanding, Mr. Chairman, that the legislation before us today includes a provision that will allow the EDA to provide Federal assistance directly to nonprofit economic development corporations that I had, in fact, recommended.
