Our military is underfunded. We have taken a meat ax to it. We have sent our military all over the world to protect the borders all over the world. Today's debate is about national security in our border. There was, in fact, a report issued by the National Defense Panel, and I want to quote: ``The apparent ease of infiltration of our borders by drug smugglers illustrates a potentially significant problem. It suggests that terrorist cells armed with even nuclear, chemical and biological weapons, could also infiltrate our borders.'' I have nothing against the Border Patrol. They need 25,000 more of them.
