I want to support the statement of the gentleman from Missouri (Mr. Skelton) as well. I think today we have to stand up to provide the money for our troops that are in harm's way, and I want to congratulate the Members who have made such a tough decision in light of the popularity, the low popularity of ground troops going possibly into Kosovo.
