Mr. Chairman, let me say what this real overbearing amendment would do. The Commerce Department would have to either send a letter or make a phone call and say, ``Send me a list of the products that you make and keep them in a file.'' Now, if that is too big a hurdle, I thought we even discussed that with staff and said we would be amenable as long as the intent of penalizing people for putting false labels on was met, and that we would not even hold hard to that if it was a problem. That is not the problem. If you are for domestic particular content, you are sure not for it if you oppose this legislation.
