I am more concerned about what is out and not in the President's budget: namely, $1.4 trillion in new health care spending, which will be treated off-budget. What is next, Members? Will the national debt be taken off-budget? Think about it. Will the deficits be considered off-budget? Will they really go away? Let me say this: any health care spending plan today that is left out of the budget will be health care spending out of control tomorrow. We cannot fool the American people. The American people are going to foot the entire bill for health care, and we need it. Let us tell them the whole truth.
