the Traficant amendment says that there shall be a net gain of non-administrative police officers as a result of funding under this bill, which basically means that there will be a few more Indians around. We do a lot of talking about cops on the beat, and I am not even sure the last crime bill did that. This will ensure that with any police officers hired under this bill, there would be a net gain of Indians on the street.
