I believe that Europe and NATO members in this expansion should not only pay their fair share, they should be paying the bulk of it. We are the major support for freedom and we, in fact, ensure that freedom through a tremendous military appropriation. So I stand strong for this, but I just want to tell my colleagues that it is the sense of the Congress. Now, at some point I am going to offer a very simple amendment that will either be stricken by a point of order or it will have to be defeated. But the amendment that I plan to offer in conjunction with the efforts here of the gentleman from Florida will say that none of the funds in this act may be used to pay for NATO expansion not authorized by law.
