I wanted to put on the record what I learned at a Congressional Black Caucus hearing. The rap is put on these children that they are not as far ahead as they should be. I asked why they were not exposed to reading, and the testimony was there had been, until recently, a Federal mandate against exposing these children to the kind of early access to reading that other kids get in nursery schools. The problem is with the Feds and not with the program.
