I want to associate myself entirely with the gentleman's remarks. This is a regional matter. All of the regional partners agree. It is before this body only because a charter change in the District of Columbia law requires the action of this body. The matter has enormous environmental implications. We want to move quickly, because we want to avoid environmental damage to the city and to the region. I appreciate the work of the gentleman in moving this matter forward to the floor.
