Section 101(5) requires that programs provide all students with equal access to the full range of program components and related activities, except that, and I quote, ``nothing in this Act shall be construed to provide any individual with an entitlement to services under this Act.'' My understanding is that the term ``entitlement'' is used here in a very specific manner. It refers to the type of programs where, once an individual meets the eligibility criteria set forth in the Act, that individual thereby has a right to receive services or benefits, such as Pell grants, Medicare, or the Individuals with Disabilities Education Act.
