I believe that it has been proper all along to consider these issues in tandem, because they both speak to how responsibly we, as a society, manage the disposal of solid waste. Some communities find themselves in desperate financial condition because of the Supreme Court's Carbone decision that struck down flow control. These communities sold bonds to investors in good faith, and are relying on limited flow-control power to pay them back. There is a need for Congress to act with dispatch in order to provide legitimate relief. Not everyone will agree with the bill in front of us today. Some people wanted a broader bill, others, no bill at all. But this bill sends a clear signal that obligations will be honored.
