It seems to me a rather interesting dichotomy that we hope to address in this Federal legislation. It is imperative, it seems to me, based on what we have heard in the committee, in the committee of the gentleman from Illinois [Mr. Hyde], to really provide a national standard for those goods that are sold in interstate commerce, and indeed over 70 percent of the goods that are manufactured in this country are sold in interstate commerce. And so it behooves us in the Congress to set those Federal standards, and that is exactly what we propose to do in this particular piece of legislation, and I would urge that my colleagues do likewise.
