Mr. Speaker, we have heard the beginning of what I believe will be a very broad and worthwhile debate on how best to secure our beloved country. There is universal recognition among my colleagues that our Nation is a different place than it was just 10 months ago, and our government must reflect that new reality. While the steps that we take today are a simple reorganization of existing governmental functions, we should not doubt that our work will directly serve the freedom, the liberty and the way of life of all American people. I urge Members to take measure of the task that we have before us, support this fair and open rule and the underlying bill.
