Mr. Speaker, it is difficult to predict what will happen between the leadership of the Congress and the White House. The purpose of this resolution is to give the House some flexibility in responding to whatever progress is made over the next few weeks and to respond quickly. It is hard to accept change. It is hard to depart from the status quo. It is hard to keep promises. But I will say again, this is our last, best chance to balance the budget of our country for our children's future.
