I want to congratulate the ex-chair for coming forth with this amendment. I think it is very timely and very needed. As my colleague knows, one of the things I hope will be in this study is that the Governor of the State of Ohio has been told that he does not have the power to shut this facility down. Here it is in our State, and we do not have the ability to have any control over what is going on there, except when they escape, we have got to go out and try to find them at the expense of the taxpayers of the State of Ohio and other States.
