The path our country has pursued to date was too limited in support. It came late, came with too little broad trust and confidence and too little direct support to the businesses and consumers and households that are most affected by the crisis, people who were careful and responsible in their actions, but were damaged by the judgments of those who did not.

What the President proposed in his budget is a series of detailed changes to our resources and our commitments that would reduce our deficits from 10 percent of GDP to around 3 percent of GDP, which is primary balance.
