The American people are to be heartily congratulated on everything of importance that has been done in connection with the building of the Panama Canal.
I, Theodore Roosevelt, President of the United States of America, in virtue of the authority conferred upon me by the said Joint Resolution, do hereby set apart the twelfth day of February, nineteen hundred and nine, as a special legal holiday.
Outside of these matters, I believe that the bill is, on the whole, satisfactory and represents an improvement upon previous legislation on the subject.
