I am happy to report to you that the accompanying document shows in clearest fashion that the Congress was wise in the position it took, and that it would be an inexcusable folly to change from the proposed lock canal to a sea-level canal.
With the statements and conclusions of this report I heartily concur, and I commend it to the thoughtful consideration both of the Congress and of our people generally.
I do not recommend any appropriation for their services, but only for the expenses that will be required to finish the task that they have begun.
