Clearly, you know, Mr. McCurdy, I do support prevention, and I do think that maybe someday if we all do our job that a discussion such as we have will not be necessary, because we will have finally gotten to help educate young women as to what is going to happen. But first we have got to create, and now you said that we say that welfare causes pregnancies. I do not think that is true. But it certainly encourages pregnancies. Whether or not we want to say that woman is on welfare at the time that she gets pregnant, it is, in fact, a fact that 80 percent of teen mothers will be on welfare within 5 years, so they do take advantage of the system. They know it is the system that is there, and it is, in fact, the system that perhaps has led them astray, has told them they do not need to seek out their male counterparts for responsibility, and this fact has placed them in a cycle to which most of them will find a very difficult time of breaking out.
