I would like to read a letter sent to a Senator from President Clinton. It states: If by October 15, the Bosnia Serbs have not accepted the Contact Group's proposal of July 6, it would be my intention within 2 weeks to introduce formally and support a resolution at the U.N. Security Council to terminate the arms embargo. Further, if the Security Council fails to pass such a resolution, it would be my intention to consult with Congress thereafter regarding unilateral lifting of the arms embargo. This letter was in response to congressional attempts to end the arms embargo. The letter is dated August 10, 1994. An entire year has gone by since this administration signaled its intentions to get serious, if only we give them a little more time. So we agreed and we gave them a year: a year more of bombings, a year more of bloodshed, another year of children being viciously taken from their parents, another year of women being raped and men being tortured. Mr. Chairman, we are all watching. As if the tragic act of doing nothing in the face of this barbarism is not enough, we have heightened our complicity by insisting that the Bosnians "do nothing" as well: Fathers forced at knife point to rape their daughters. Do nothing. Concentration camp victims forced to drink their own urine to stall dehydration. Do nothing. Mothers forced to watch their babies beheaded in front of them. Do nothing. Watch as family and friends get blown away. Do nothing.…
