I would point out, we did not raise this issue. We were offering no amendments until we needed to respond to the base amendment that was offered here. My amendment was not the extreme amendment. It is an effort to get back to the language in the original bill of the gentleman from Oregon, Chairman Smith. This amendment, my amendment, the perfecting amendment, applies only to programs in this bill, not to other Forest Service programs. I want to make certain everyone understands that clearly.
