The language in the substitute only guts the bill if the goal is to undermine local government. The language in the substitute is identical to the way sections 3 and 4 were presented to this House less than 3 years ago, language that was written, as they themselves admit, by the National Association of Home Builders. It is hard to understand why they would claim their own language was meaningless. And as for striking all after the enacting clause, that is what all substitutes do under all circumstances.
