two things. One, I have served in local government as a former county executive, so I know whereof he speaks. Secondly, I am not suggesting that proposed mandates are good or bad. Some are good. Some are bad. The only thing I am trying to protect is the opportunity for full and open debate on the floor of the people's House. What could be wrong with that?
