it is not a gutting amendment. I would classify it as a perfecting amendment because I really think that we should have full and open debate on some sensitive issues here on the floor of the House. We should not limit debate to 10 minutes simply because one Member might have a gut feeling. Sometimes gut feelings are correct. I agree with that.
